The Sr. Manager, Engineering and Program Management is a role intended to facilitate close coordination of Engineering and Program Management resources to address and resolve technical challenges in order to realize overall business objectives. The engineering role primarily oversees the crossed-field engineering functions within the engineering department (production, design, research, and development) to ensure timely completion of tasks and improvement of products within budgetary guidelines. In addition, the role will manage and lead a team of program managers that support all product lines within the Company. The program management role: 1) Directly oversees and ensures a positive customer experience; 2) Oversees the tracking of program performance using earned-value methods and metrics; 3) Reports on consolidated program status and financial metrics to senior leadership monthly; 4) Provides a critical role in driving business success.

Responsibilities

  • Develops the initial concept of a project and participates in the overall detailed product or process design.

  • Creates comprehensive program plans and schedules for meeting and project objectives

  • Leads problem-solving efforts by taking individual corrective action or organizing efforts among other engineers, staff members and support departments.

  • Oversees original hardware, drawings, models, prototypes, software and software and processes to test the feasibility of the design or process being investigated.

  • Specifies and evaluates environmental test conditions such as shock, vibration, temperature, etc; analyzes equipment to establish test and operating conditions for conducting experimental tests.

  • Conceives ideas and prepares proposals in support of projects to develop new products and processes.

  • Develops cost estimates, resources plans, risk assessments and business justification for projects.

  • Maintains a high level of technical competence and state-of-the-art awareness through investigations in trade journals, membership in technical societies, and forming liaisons with other key engineers and officials outside of the organization.

  • Establishes technical dialogue with customers under the direction of Sales & Marketing to ensure that the customer’s design specifications are met and that customer requirements are satisfied.Oversees the definition, development, and delivery of products to the customer.

  • Determines program requirements, develops budget and program control mechanisms and uses earned-value methods to track and measure results, schedules, expenditures, labor, and other program aspects.

  • Plans, organizes, and manages proposal preparation in response to request for proposals to include cost, schedule, technical approach, and presentation to the customer.

  • Assists in contract negotiations through to contract award.

  • Provides on-going status to management and customer on goals, objectives, and program issues.

  • Implements practices to maintain solid program management in areas of non-recurring engineering, recurring tasks, risk management, financial control/review, earned value, integrated schedule, risk management, and contract compliance.

  • Reviews and recommends cost estimates for new business

  • Oversees multiple programs/projects of varying size and complexity

  • Requires routine interface with multiple customers and internal operating groups.

  • Interprets, analyzes, and evaluates data detailing cost, financial performance, schedule, and technical performance of program tasks; present and recommend to product line and Company management alternative courses of action for resolution of current and future cost- and schedule-related problems.

  • Directs engineers, program managers and technical support personnel. Acts as a mentor and ensures engineers and program managers are properly trained at a high level.

  • Conducts performanceappraisals for group members and makes salary requirements.

  • Assumes responsibility for routine administrative functions within the group such as vacation and time off requests.

Qualifications

  • The minimum requirement is a Bachelor’s Degree in Engineering/Physics or other related technical disciplines plus fifteen (15) years of experience, or an equivalent combination of technical education and experience.

  • Must demonstrate the ability to manage large projects and direct a large staff of program managers and engineers at all experience levels.
