2nd Shift Assistant Operations Manager

PAE is a leading provider of enduring support for the essential missions of the U.S. government, its allied partners and international organizations. The National Security Solutions (NSS) business unit of PAE provides counter-threat solutions, business process outsourcing, adjudication support services and full life cycle support for complex legal matters.

PAE is currently seeking an Assistant Operations Manager to support a large contract. This position reports to the Vice President and will be responsible for the daily oversight to ensure program requirements are met. The additional duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive:

Anticipated tasks include, but are not limited to, the following:

  • Oversee all operations at the Center and ensure excellent performance that meets all requirements and standards.

  • Ability to lead, develop, and mentor existing managers.

  • Hire and manage a technically proficient and professionally capable staff throughout the life of the contract.

  • Provide timely deliverables and performance related data to the Government in order to allow adequate monitoring, oversight, and performance measurement of support services.

  • Conduct continuous improvement activities to realize improved service delivery capabilities and performance.

  • Promote innovation, efficiency, and effectiveness.

  • Resolve problems with minimal disruption to the activities being performed under the contract.

  • Respond rapidly to surge requests and provide the appropriate levels of qualified staff.

  • Participate in conference calls and digital video conferences from the CSCs as required with overseas posts, CA/VO, DOS, and other U.S. Government agencies. May be requested to provide formal and informal briefings to visitors or at off-site conferences.

  • Gain concurrence, approval, and consensus from stakeholders regarding the various program aspects and adjust direction accordingly

  • Be the point person for all issues and accountable for the delivery of all services described in the scope of work meet mission objectives

  • Plan, organize, and manage complex projects for the delivery of successful performance consistent with contractual agreements.

  • Create, recommend and implement project/program improvements to meet established objectives

  • Work with executive leaders and finance team to develop operating and personnel budgets. Monitor spending against budget plans; develop and recommends variances.

  • Manage and organize project and task workloads, and develop resources plans, selecting and guiding individuals most qualified for assignments

  • In order to be successful in this role you will have the following skills, knowledge, and experience:

  • Overall experience that is directly applicable and reasonably equitable to the responsibilities as described within this description

  • Knowledge of FAR regulations and Federal Government procurement processes

  • Proven experience managing all phases of services delivery to include: staffing, time accounting, contract management, reporting, security, customer relations, risk management, project execution and deliverables, and business growth

  • Experience in financial planning, strategy, and management of finances using complex reporting mechanisms; experience managing budgets with profit and loss responsibility /accountability

  • Experience developing strategic plans to meet customer mission requirements

  • Experience developing and delivering senior level briefs and presentations

  • Experience with business development, capture, and proposal development

Minimum Qualifications:

  • Advanced degree

  • Ten (10) years of management experience, including at least five (5) years managing a large-scale operation of size, scope, and complexity similar to this requirement

  • Excellent written and oral communication

  • Superior organizational skills and work ethic

  • Demonstrated ability to lead large teams

  • Must be a U.S. citizen and able to obtain and maintain a SECRET level security clearance

Minimum Knowledge, Skills and Abilities:

  • Must be available to travel for training and familiarization purposes.

  • Must have excellent written and oral communication skills to draft effective analytical memoranda, reports and presentations, and to disseminate information to a wide audience

  • Must possess analytical skills and attention to detail to successfully analyze and evaluate trends,

  • Must demonstrate the ability to work independently and as a member of the team to effectively interact with personnel at all levels

  • Must possess strong computer and organizational skills and be able to prioritize simultaneous workflow duties

  • Must demonstrate the ability to identify areas for improvement in the workflow and quality within the PASS unit

  • Must be capable of choosing between varying methods and procedures to process complex cases and provide guidance to mid-level research analysts.

  • Positive attitude focused on customer satisfaction

  • Mainly office but may also include all other work environments as required.
