Department of the Navy/Assistant for Administration PERSONNEL SECURITY SPECIALIST (SUITABILITY) in United States

Summary You will serve as a Personnel Security Specialist (Suitability) in the office of ASN (M&RA) Office of Civlian Human Resources. This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will provide technical expertise regarding suitability determinations. You will interpret and implement personnel suitability policy, guidelines and directives. You will prepare recommendations for revisions to policy and drafts procedural guidelines as requested. You will determine whether individuals are suitable for positions. You will interpret regulations, policies, and directives in order to inform assigned organizations of correct operating procedures, new policies, and adjusted directives. You will review, evaluate and adjudicate reports of investigations, personnel files and other records. You will interview applicants to resolve questions concerning derogatory information developed during investigations. You will assist leadership by advising on personnel security policies and related matters, and on the impact of personnel security requirements on organizational missions. You will formulate and recommend personnel security investigative requirements. You will act on procedures for adverse security determinations and advise on employee/applicant rights. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following duties: 1.) Determining the full range of suitability adjudications, security and trust determinations of individuals for entry into sensitive and nonsensitive positions; 2.) Interpreting and implementing personnel suitability policies, guidelines and directives; 3.) Reviewing, evaluating, and adjudicating reports of investigations, personnel files and other records; 4.) Interviewing applicants to resolve questions concerning derogatory information developed during investigations; and 5.) Estimating and reporting on expected time of completion of work, maintaining records of work accomplishments and time expended and preparing production reports. Incumbent is required to satisfactorily complete the Office of Personnel Management (OPM) Fundamentals of Suitability for Suitability and Fitness Adjudicators Course and obtain the required certification of training for this position as outlined in OPM Training Requirements within one year of selection to the position. This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
