MFMP Systems Analyst

Position Overview:

The primary function of this position is to serve as a MyFloridaMarketPlace (MFMP) functional and technical analyst, supporting the program and its stakeholders in all subject matters of the eProcurement System. The incumbent will be expected to analyze system defects and change requests with a strategic mindset and coordinate with a diverse stakeholder group, ensuring system defect resolutions and change request implementations provide a high level of value enterprise wide.

This position is also responsible for monitoring the overall technical performance of the eProcurement system, MyFloridaMarketPlace (MFMP), confirming its availability and response time to support the State of Florida’s procure-to-pay processes, including strategic sourcing, contracting, purchasing, receiving, invoicing, and reporting. Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable benefits. This effort directly advances the agency’s mission – to deliver innovative, resource-saving solutions to continually improve customer service.

Position Responsibilities:

  • Operational System Monitoring: Coordinates and carries out operational and day-to-day activities to ensure stakeholder and leadership expectations are met.

  • System Design and Analysis: Assists in the design, implementation, maintenance, enhancement, and monitoring of the MFMP applications and provides oversight of MFMP software, systems, hardware, integrations, and website.

  • Implementation of strategic functional and technical projects.

  • Research and Analysis: Independently conducts technical research and analysis regarding the MFMP system to provide customer service and consultative assistance to internal stakeholders.

  • Quality Assurance: Analyzes technical processes for accuracy and facilitates solutions for identified problems.

  • Training: Assist training staff in championing MFMP and State Purchasing initiatives and supporting effective training materials and sessions to agency customers and vendors.

  • Perform other duties as assigned by management.

    Knowledge, Skills, and Abilities:

  • Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes.

  • Professional: Oral & Written Communication, Process Improvement, Change Management.

  • Technology: eProcurement (Ariba On Demand, Vendor Information Portal, and Tableau), FLAIR, Microsoft Office (Excel, Word, PowerPoint, Access), VISIO, Articulate.

  • Ability to drive effective technical process reengineering.

  • Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority.

  • Ability to maximize use of technology to gain effectiveness and meet required deadlines.

  • Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure.

  • Knowledge of Florida procurement rules and laws.

  • Excellent presentation, teambuilding, and leadership skills.

  • Experience using presentation software such as Microsoft PowerPoint, Adobe Products, and webinar tools.

  • Skill in managing internal and external customers and stakeholders.

  • Ability to provide feedback to various stakeholders.

  • Possession of a valid Florida driver’s license.

  • Adheres to safety awareness policies in the workplace.

    Minimum Qualifications:

  • Professional experience in system design, system analysis, system testing, or website development/administration.

  • Agency experience with MyFloridaMarketPlace applications (buyer, approver, or other user role) or a similar system.

    Preferred Qualifications:

  • Professional experience in procurement, project management, change management or program support experience.

  • Knowledge of government procurement, contract management, or grant management.

  • Knowledge of Florida procurement rules, laws, and strategic sourcing processes.

  • Experience in change management, acting as a change agent, or leading a project centered on business process changes.

  • Experience compiling analytical reports and presenting the data to senior management.

  • Florida Certified Contract Manager (FCCM) certification.
