JOB SPECIFICS

This position will serve as a senior lead in planning and project management to support the Access, Aging and Disability division in Community Services. This division currently provides services to the aging and disability population while overseeing various programs. The primary focus of this position will be specializing in creating partnerships across the division with primary focus areas of employment, person-centered practices, housing, and equity. This person should have a strong understanding on how to lead projects while making decisions independently using an equity lens and knowledge around using race equity analyses. This position will report to the AA&D division manager.

This person may specialize in leading and making decisions around the following areas:

  • Conducting policy and process analysis for an area within the division

  • Assist with divisional yearly budget planning

  • Lead the review, selection and develop process for RFP requests for day support, employment and CRS housing

  • Provides division manager with divisional recommendations based on equity analysis reviews.

  • Develops, implements and monitors quality improvement and assurance activities and evaluations.

  • Participates and leads divisional strategic planning to meet department strategic goals

  • Grant writing and monitoring of grants in the division

  • Provides outreach and builds connections with county staff and external partners in areas of focus

  • Reviews and monitors legislative actions; while evaluating impact, implementing program/policy changes and prepare data based on changes.

  • Perform other related leading duties as required and direct by the AA&D Division Manager

    DESIRABLE EXPERIENCE:

  • Knowledge of planning and project management principles and processes

  • Previous experience managing projects to completion

  • Prior supervisory leadership experience or leading and managing projects independently

  • Prior work experience in a County or Government setting analyzing business needs and service systems using a diversity, equity, and inclusion lens

  • Knowledge around Aging services, disability services and Home and Community Based Services (HCBS Waivers)

  • Knowledge around E1MN, Omstead Plan and Person-Centered Practices

  • Experience identifying productivity improvements and recommendations for operational enhancements to increase efficacy and equity in processes and programs

    SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

HOURS / DAYS: Position is based at the Government Center in Stillwater, with potential Telework options available. Work hours are Monday through Friday between the hours of 8:00 am – 4:30 pm. Work location and hours are subject to change based on business need.

ANTICIPATED HIRING RATE: $84,115.20 - $114,940.80 Annually

JOB SUMMARY

Senior Planner serves in a lead role to provide specialized expertise in developing comprehensive long and short-range plans, projects, and programs in the area to which assigned; prepares plans, reports, recommendations, and grant proposals; takes appropriate action, and reports the results of the actions taken.

MINIMUM QUALIFICATIONS: This position requires a Bachelor's degree in urban planning, geography, economics, business administration, marketing, public administration or a similar field directly related to research, analysis and project management and five (5) years of related experience, or equivalent.

DUTIES & RESPONSIBILITIES

Conduct needs assessment, analysis studies and special evaluations projects:

• Coordinate and implement data collection for needs assessments, planning processes, and community concerns;

• Conduct policy and process analysis, develop recommendations and coordinate implementation;

• Develop and administer measurement tools and surveys, interpret results and make recommendations;

• Develop written reports and presentations;

• Review legislative actions, evaluate impacts and prepare data for legislative use;

• Perform cost-benefit analysis

Plan, implement and maintain programs, processes and policies:

• Develop and recommend short-and long-range planning processes;

• Manage projects; processes, policies and protocols;

• Develop work plans,

• Assist with County review of community plans;

• Develop and implement quality improvement and assurance activities;

• Coordinate policy development and implementation with other agencies;

• Conduct public meetings, forums and hearings;

• Prepare information for public distribution; and

• Review processes and procedures and recommend improvement strategies.

Participate in financial activities:

• Approve project and budget expenditures

• Provide budgeting and financial analysis for the development of plans and projects;

• Participate in annual budget preparation process;

• Initiate, negotiate and monitor service contracts;

• Prepare or assist in the preparation of special grants or other fund applications, research and writing reports and proposal development.

• Work with local and state units of government and the general public as well as coordination with other County staff and departments.

• Perform other related duties as required.

WORK ENVIRONMENT

Work is sedentary in nature performed within the Government Center or satellite offices and semi-sedentary in some areas of assignment requiring occasional site visits. Lifting requirement of 15-20 pounds on an occasional basis. Frequent wrist and finger manipulation due to high concentration of filing, compiling, calculating, or computer work. Equipment used may include, but is not limited to, computer, calculator, telephone, copy and fax machine. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.

Must have own means of reliable transportation for business purposes. Individuals operating a motor vehicle for County business must possess a valid driver's license.

Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details.
