Classification Description Summary

Under general direction, manages, plans, and coordinates production activities for the Reno TV Channel; sets production goals and policies; promotes and increases the understanding of City initiatives and programs and encourages citizen participation; and performs a variety of administrative tasks in support of assigned area of responsibility.

Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Manage all aspects of the TV programming and production resources and its community relationships and partnerships.

Develop new programming; coordinate and establish priorities, assign responsibilities and schedule video production; write and proof copy.

Act as a liaison to the community and advise management of programming issues by attending meetings and working with legal counsel.

Research and develop viable program concepts to attract a broad community audience.

Provide overall supervision of TV programming production; direct changes in production priorities, schedules, staffing and resources to ensure successful development of program concepts.

Develop partnerships and funding strategies for the broadest community involvement and content range in programming; plan and prepare advertisements and promotions.

Develop on-air talent and resources, from both City staff and the community at large, to enable the creation of credible high-quality programs of interest to a diverse community.

Coordinate with public and media center and City departments to meet their video needs.

Assist in the coordination of special events and other public outreach and community relations activities.

Monitor program compliance with laws, rules, and regulations related to provision of public communications services.

Participate in professional organizations and keep abreast of new developments in the area of TV production; incorporate new developments as appropriate into programs.

Perform related duties as required.

Minimum Qualifications

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:

Methods and techniques of TV production and programming.

Equipment and materials used in the production of videos and television programming.

Public access television broadcasting procedures and equipment.

Methods and techniques of interviewing.

Principles and practices of copy writing, editing, TV production, news gathering and journalism.

Techniques and practices of organizing and coordinating programs, activities and special events.

Techniques of speech writing and delivering.

English usage, spelling, grammar and punctuation.

TV and video production equipment.

Office procedures, methods, and equipment including computers and applicable software applications.

Pertinent federal, state and local laws, codes and regulations.

Ability to:

Coordinate and direct TV production program.

Elicit community and organizational support for department and City operations and programs.

Stay abreast of new trends and technology to provide the best programming possible.

Edit and organize information into an appropriate format for presentation.

Appear before special interest and civic groups to present materials dealing with department and City activities.

Work independently in the absence of supervision.

Write, edit and format newsletters and articles.

Work in a team based environment to achieve common goals.

Coordinate multiple projects and complex tasks simultaneously.

Meet the physical requirements to safely and effectively perform the assigned duties.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in communication, media production, broadcast journalism or a related field.

Experience:

Four years of increasingly responsible experience in the development and production of video and television programming or a related field, including two years of supervisory experience.

License or Certificate:

Possession of an appropriate, valid driver's license.

Environment: Work is performed primarily in a standard office setting with some travel from site to site; extensive public contact; exposure to computer screens and other TV and media equipment.

Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; operating media equipment; and to verbally communicate to exchange information.
