Army National Guard Units LOGISTICS MANAGEMENT SPECIALIST (TITLE 32) in Poplar Bluff, Missouri

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-0346-09 LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1178P01 in SPMD 2250 and is part of the MO HHD 205th Military Police Battalion. APPOINTMENT FACTORS: This is an Indefinite Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW. Responsibilities Develops, implements and evaluates the logistics and property accountability policies for the organization. Primary advisor for the command in the area of logistics and property book operations and oversees and reviews unit level feeder reports. Reviews, analyzes, and provides recommendations relative to current and future MTOE/TDA and/or force structure changes to determine the impact on organizational equipment authorizations. Develops and implements standard operating procedures for logistics. Plans, develops, and maintains actions/procedures for the immediate and subordinate organizations in preparation for the transfer of all or part of accountable property for deployment to include pre-mobilization and post-mobilization. Responsible for the property book operations of the organization in the areas of inventory management, storage management, equipment coordination and supply management. Maintains property book accountability utilizing an automated system and/or related computer programs to account for property. Assures that all authorized property is on hand or has been requisitioned to assist in maintaining the highest level of readiness for the organization. Ensures compliance with the command supply discipline program (CSDP), and other directed command inspection programs. Provides procedures guidance, directives and coordinates change of command and/or primary hand receipt holder inventories. Conducts a quarterly backorder reconciliation of non-expendable and expendable property requisistions with the USPFO. Coordinates the fielding of new equipment and the associated NET for a given LIN or system with the Force Integration Readiness Office (FIRO), DCSLOG-G4, USPFO and gaining unit. Establishes administrative procedures and oversees the flow of documents and reports through the Property Book Office to assure complete, accurate, and timely submission of data. Provides guidance and funds management for all decentralized logistics funds. Provides logistical support for community activities such as parades, celebrations, military funerals, etc. Reviews all non-expendable government purchase card purchases for proper authorization and serve as the approving official for government purchase card expenditures. Supervises subordinates performing supply work. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade: CW4 (W-4) Minimum Military Grade: WO1 (W-1) or Warrant Officer Candidate Certificate Holder Warrant Officer - MOS 011A, 882A, 890A, 913A, 914A, 915A, 920A, 920B, 922A, or 923A Supervisor must verify that selected individual occupies a compatible military position. Title 32 National Guard employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience, education, or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems. GS-09 SPECIALIZED EXPERIENCE: Must possess 24 months of specialized experience that provided you with detailed knowledge of logistics systems, principles, concepts and methodologies that demonstrates your ability to develop, implement and evaluate logistics and property accountability; and maintain property book accountability utilizing an automated system and related computer programs to account for property. The specialized experience must also demonstrate your ability to integrate actions of a variety of specialized support activities in order to meet program goals; interpret and apply regulations, laws or practices; and plan and organize work assignments.
