The Idaho Transportation Department (ITD) is recruiting for an Engineer Manager 2 located in our District 5 office in Pocatello, Idaho. The primary responsibility of this position will be leading the Highway Operations Team in District 5, which will include oversight of highway maintenance, fleet, traffic operations, permits, vegetation management, and bridge and building. This position is a critical part of the District 5 Management team consisting of the District Engineer (DE), District Business Manager, Design/Construction Managers, Operations Engineer, Planning and Engineering Services Manager, and the Program Delivery Manager.

This position may involve some travel with overnight stays as well as responding to emergencies at any hour. This position may be asked to fill in as the Acting District Engineer when needed and may be rotated with the Program Delivery Manager EM-2 for experience breadth.

Example of Duties:

Supervision/Leadership

  • Performance management of staff;

  • Supervising professional engineering staff;

  • Employee Development;

  • Prioritization of projects to stay within budget;

  • Quality Control point for communication, permits, and letters of determination

  • Recruitment of key staff members;

District-wide Leadership Team

  • Consult with the DE and other management on various District tops (e.g. personnel, facilities, management, budget, staffing);

  • Plan, attend, and conduct district level meetings;

  • Consult with Legal/DAG on behalf of District 4 interests;

  • Acting DE when needed.

External Partner Liaison

  • Work with external agency leaders to build working relationships (mayors, councils, boards, highway, districts, etc.);

  • Act as surrogate for the DE, as assigned, in meetings and discussions;

  • Field external phone calls and resolve issues.

Minimum Qualifications: **You must possess all the minimum qualifications below for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position

Licensure

  • Licensed in Idaho as a Professional Engineer (PE)

  • Or eligibility for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12

  • AND Good knowledge of management practices

Experience:

  • Applying engineering principles to resolve complex engineering applications - Minimum requirements met by at least three years of professional engineering experience, beyond P.E. licensure, full responsibility for the application of engineering work related project development, design and construction.

  • Supervising professional and/or technical engineering staff - Minimum requirement met by at least one (1) year of work experience with specific responsibility for hiring, performance evaluations, work assignment, discipline, termination, and other personnel management activities. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant leadership role.

  • Interpreting and applying federal, state, and local laws pertaining to engineering applications - Minimum requirement met by approximately one year of work experience verifying projects meet applicable federal, state, and local laws OR successfully completing a college level course that covers material regarding federal, state, and local laws pertaining to engineering applications.

  • Making oral presentations before groups relative to the merits of engineering applications - Minimum requirement met by approximately one year of experience making presentations in a professional Engineering setting OR completed a college level speech or communication class.

  • Writing professional engineering reports and related correspondence.
