Specific Tasking Description:

The incumbent will support the Unmanned Carrier Aviation Mission Control System (UMCS) Deputy Program Manager (DPM) and PMA-268 Product Support Manager (PSM) executing program management tasks and report program cost, schedule, and performance status for Logistics, Sustainment and Training projects. Perform duties as assigned from the following elements:

  • Coordinate with PMA-268 Government team, AirWorks, WOLF, Prime and Sub-Contractors developing logistics, sustainment, facilities, and training products. Facilitate effective information exchanges that support efficient product development, installations, and check out, at the component and system level testing and timely fielding of assets to the Fleet.

  • Represent Facilities team in project meetings with NAVFAC and supporting government and industry exchanges.

  • Coordinate shore facilities tracking cost, schedule and performance objectives.

  • Coordinate team actions, track timelines, and resources required to complete tasks.

  • Provide supportability analyses in a logical, analytical, repeatable and auditable method that results in successful identification of requirements and support alternatives. Make recommendations and document the results of these efforts as directed to achieve analytical objectives.

  • Assist in developing program acquisition documents such as: Life Cycle Sustainment Plans (LCSP), Analysis of Alternatives (AoA), Integrated Master Plan (IMP), and Integrated Master Schedule (IMS), Support and Maintenance Concepts, and decision papers as required.

  • Interface with process owners and program offices to establish and sustain a robust, virtually-connected, integrated NAVAIR technical support infrastructure (people, process, tools) that enables fluid communications within the PMA team and external stakeholders.

  • Assist in acquisition, maintenance, and life cycle support of aviation SE, Unmanned Ground Control Stations (UMCS) and Metrology and Calibration (METCAL) equipment and related site activation requirements.

    Budget and planning duties include:

  • Track and report cost, schedule and performance metrics for assigned projects.

  • Analyze results of metrics and processes and make recommendations to reduce costs, meet or minimize schedule, and improve system or team performance.

  • Collect, compile and analyze project cost, schedule and performance data for logistics support for incorporation into team work plans, data calls, and supporting financial documentation.

  • Provide support to the logistics manager in developing maintenance cost planning, budget projections, and program health assessments utilizing the Command Spend Plan Tool (CSPT).

  • Assist the logistics manager in the development, preparation, and update of input to maintenance program briefs and technical reports to ensure data is accurate and consistent with approved plans and key program events.

  • Assist the logistics manager in reviewing and analyzing funding execution status for all maintenance programs.

  • Assist the UMCS Level 2 IPT Lead(s) in the developing budget(s) for shore facilities and track financial performance.

    In the execution of all efforts:

  • Provide subject matter expert advice and facilitate the application of logistics concepts and policies across the program, in support of program goals.

  • Provide analysis and responses during the development and review of program Contractor Data Requirements Lists and Statements of Work.

  • Utilize established planning tools and procedures to plan, establish, and execute effective total life cycle goals for the assigned system. Create and propose additional planning tools as needed in support of the applicable program.

    Required Experience and Education : 10 years of experience and an MA/MS degree. 6 years’ additional work experience may be substituted for a Bachelor’s Degree.

    Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required .

Required Skills

Bachelors with minimum 15 years experience or equivalent relevant work experience. Bachelors maybe substituted 2 for 1, in addition to the relevant work experience requirements.
