Job Description

Insight Global is looking for a Project Construction Manager for one of the largest Utility companies based in the Bay Area. For this role, you need to be located in the North Bay region.

CM Responsibilities for Projects:

- Review spoils giveaway eligible projects.

- Support opening/approving temporary project-based yards. Responsibilities include reviewing the yard and determine if it qualifies, document findings then routing in EDRS for leadership approval.

- Be the liaison between project management, environmental and the spoils team for project soil management. Be the subject matter expert and consultant on project feasibility for both giveaway and all soil management options.

- Ensure projects are completed per company standards, engineering design, regulatory guidelines, permits and schedule.

- Attend the planning meeting and ensure that clear action items and program expectations are set during the meeting.

- Understand project site details to foresee with enough time, possible issues, such as proximity to high traffic roads, water ways, local landfills, spoil yards, etc.

- Perform cost saving analysis. Produce an estimate of the budget and CO2 savings per project. Develop the Gas Quality Checklist.

- Review and approve Sampling Plan including soil sampling frequency as per ENV-4000P-09-Dry Spoils Management Procedure.

- Help coordinate sampling contractor, construction crews and traffic control for In Situ testing.

- Collaborate with Customer Outreach, the appropriate Hub Yard CM and the project team on recipient outreach and manage at their request.

- Participate in weekly meetings, provide updates.

- Attend job walks, meet with project management, contractors, and governing agencies.

- Before the sampling event day, make sure the project has a valid Environmental Released To Construction (ERTC) for both construction and vegetation management as well as valid USA tickets.

- Lead all contractors during the In Situ testing day, this includes performing a safety meeting at the start of the day, completing a JSSA and ensuring that everyone reads it and signs it. Mark all sampling locations ahead of time and answer any questions from traffic control.

- Be the Observers during in situ testing. This includes following all the guidelines as per ENV-4000P-09-Dry Spoils Management Procedure. Review the COC and ensure it is completed as per ENV-4000P-09-JA01.

- Complete the In Situ Sampling Observation Checklist.

- Ensure the project construction team does not start the giveaway process until the EDRS or K2 approval process have been completed.

- If the project has both approved and not eligible for giveaway, yet non-hazardous in situ sample locations for giveaway, schedule a follow up meeting with PM and EFS to create a new sample plan. This might include bracket sampling, which will require another day of sample observation and additional EDRS or K2 approvals. If the project has California Hazardous samples, notify the EFS for the job immediately and help coordinate a meeting with all parties to develop a hazardous soil management plan.

- Route all pertinent documentation for EDRS approval from Environmental, Quality Control and leadership. This task must be completed in a timely manner, otherwise projects can experience significant delays or budget losses due to missed giveaway opportunities.

- CM or a CS is to be on recipients property during first dirt deliveries. Many projects of a larger size will have more than one recipient. The CM or a CS must be onsite for all first-time deliveries to evaluate job safety, identify any hazards and stop the job if needed. On a large project, this may mean that multiple personnel need to be in multiple locations at the same time.

- Perform project oversight. Continue weeks and often months of daily communication with the construction team during the excavation phase of projects. Organize delivery dates with the recipients as well as with the construction team. Keep in contact with recipients to ensure proper dirt delivery. Ensure construction team is delivering the correct dirt amounts between recipients as organized in the planning phase of the project.

- On projects with partial dirt giveaway approvals, monitor construction team to ensure they are delivering the right dirt to the right location (Recipient or Landfill)

- Document project records in SharePoint (Lab Reports, Chain of Custody, Chemistry Review, Observation Report, Recipient Agreement, Sampling Plan, and Project KMZ files) as per the Records Information Management guidelines.

CM Responsibilities for Recipient Collection, Review and Approval:

- Collect fully completed and signed recipient agreements, this includes validating property ownership; see Google Earth Parcel Lot Search.
