Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Contract Administrator for the Division of Institutional Planning & Operations (IP&O). The Contract Administrator is responsible for managing and overseeing the contract procurement process for university facilities capital projects.Among the key duties of this position are the following:
  • Works closely with various departments and stakeholders to ensure compliance with legal requirements, negotiate contractual terms, and facilitate effective contract management.
  • Moreover, this position plays a vital role in minimizing risks, improving operational efficiency, and maximizing financial outcomes through effective contract administration.

Qualifications

Minimum Education and Experience
  • Bachelor's degree in business administration, contract management, or a related field.
  • A minimum of 5 years of experience in contract administration, procurement, or a related role.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
  • Excellent understanding of contract language, terms, and conditions, as well as legal, state and federal regulatory compliance.
  • Position also requires experience in and a clear and through knowledge of building architectural and mechanical systems, construction and project management procedures.
  • Project management experience required through all stages of projects including programming, planning, design and construction contract administration.
  • Strong negotiation and interpersonal skills, with the ability to effectively communicate complex concepts to stakeholders at all levels.
  • Proficiency in contract management software and Microsoft Office suite.
  • Exceptional organizational skills and attention to detail.
  • Ability to effectively prioritize tasks and work under pressure in a fast-paced environment.
Preferred Qualifications
  • A relevant professional certification (e.g., CPCM, CFCM) is a plus.
  • Prefer 10 plus years of experience in contract administration, procurement, or a related role.
