BACKGROUND

The Global Accountability Program/Strengthening National Architectures to CounterCorruption (GAP/SNA) Activity is a five-year anti-corruption activity funded by the UnitedStates Agency for International Development (USAID) to enhance partner country systemsand capacity to prevent, detect, investigate, and disrupt transnational corruption, grandcorruption, and kleptocracy — including as it manifests across regions and high-risksectors— and to build resilience to corruption.

Theobjectivesof GAP/SNA are:

  1. Anti-corruption prevention environment — including internal controls, publicprocurement and licensing, publicfinancial management, fiscal transparency, and opengovernment — improved

  2. Anti-corruption laws and regulations — including those related to beneficialownership; real estate, financial, contract, procurement, and tax transparency;implementation of global anti-corruption commitments; and whistleblowing,disclosure, and reporting — created and enhanced

  3. Bolstering financial detection, oversight, and disruption environment — including thework of Supreme Audit Institutions, financial task teams and investigation units, andother detection and oversight actors — bolstered

  4. Implementation of anti-corruption enforcement and accountability measuresstrengthened.

TheZambian Accelerating Transparency and Integrity (ZATI) Programwill strategically target areas where bolstering anti-corruption measures simultaneously among multiple stakeholders is most likely to yield significant outcomesin Zambia, such as beneficial ownership transparency, asset disclosure,accountable service delivery,freedom of information, and relevant legislative reforms, like whistleblower protection.ZATI’s two mainobjectivesare: (1) strengthening central Government of Zambia anti-corruption institutional process and policies; and (2) strengthening collaboration among anti-corruption actors. ZATI aims to improveaccountability and transparency across the Government of Zambia, butalso include targeted activities specific to the health and natural resources sectors that complement ZATI’s overallobjectives.

GENERAL SUMMARY OF THE POSITION

Under the day-to-day supervision of the GAP/SNA Country Director, the Health Governance Advisor willsupport ZATI’s broaderobjectivesthroughstrengtheninginstitutional integrity andaccountability in the health sectorby: (1)identifyingand addressinggaps in health governance in targeted institutions; and(2) strengthening oversight mechanisms used by government, non-governmental organizations,citizens,and the private sector.TheHealth Governance Advisorwill conduct technical reviews, provide coaching and training,and engage with a variety of stakeholders.For employment related matters, the Health Governance Advisor will report to DAI’sTechnical Point of Contact, who will also serve as a resource for activity implementation.

KEY RESPONSIBILITIES

HealthSector InstitutionalAnalysis, Reform, and Process Improvement

  • Participate inan institutionalassessment ofkey health agencies in Zambia, including mapping of business processes important to reducing opportunities for corruption in the health sector

  • Support the introduction of important health governance reforms such as improvements to procurement planning transparency and introduction of a pre-qualified supplier registry system for the health sector

  • Propose concrete improvement to business processes and work with government counterparts to advance business process improvements

Stakeholder Engagement and Policy Support

  • Collaborate with relevant ministries to implement proposed reforms effectively,working across the ZATI team to bring in complementary technicalskills

  • Support efforts, along with other ZATI staff and other USAID projects, to advance social innovations and engagement of civil society in health governance oversight

  • Identifypilot patients’ organizations and build theircapacityon procurement monitoring oversight in coordination with other partners

  • Engage with civil society organizations to support accountablehealthgovernancethroughprocurement monitoring, reporting and advocacy

Technical Support and Capacity Building

  • Assistgovernment counterparts toaddress emergingproblems and useimproved processesand approacheseffectively.

  • Design, conduct, and commission technical assessments and relevant analysis onhealth governance, institutionalintegrity systems, and procurement transparency

  • Draft Terms of Reference for tenders and lead/participatein evaluation of tenders.

  • Provide technicalassistanceto partners in any relevantprocess or systems reform efforts

  • Evaluate the progress and quality of partners’ deliverables.

  • Partner with other staff to integrate the key themes related to beneficial ownership, asset disclosure and digital integrityinto health governanceactivities

QUALIFICATIONS

  • Master’s degree in a relevant fieldwith at least8years of professional experience on health governance topics. Bachelor’s degree with12years of experience will be considered.

  • Experience providing technicalassistanceonat least 2 in donor-funded projects (with a preference for USAID-funded), preferably conducted in Zambia.

  • Broad knowledge of health governance issues in Zambia at the national and local levels.

  • Familiarity with relevant Zambiangovernment institutions including but not limited tothe Ministry of Health,ZambianMedicinesand Medical Supplies Agency(ZAMSSA),Zambia Medicines Regulatory Authority(ZAMRA)ANDZambian Public Procurement Authority(ZPPA).

  • Demonstrated ability to work with a wide range of stakeholders and communicate diplomatically on sensitive topics, preferably in Zambia.

  • Ability to conduct analyses and deliver highquality polished written deliverables.

  • Excellent training and facilitation skills.

  • Professional fluency in English; knowledge of local languages is an advantage.
