Human Resources Research Organization Proposal Specialist - AUG20-02 in Louisville, Kentucky

HumRRO is seeking an experienced Proposal Specialist.

Overview: The Proposal Specialist reports to the Director of Contracts and is a cross-functional role supporting both Business Development and Contracts/Proposals activities. This person will be responsible for compliance related activities for all solicitation efforts. This person will lead and manage the proposal timeline and preparation activities. This person will assist in price proposal preparation and analysis as required. With support and guidance from the Director of Contracts, the Proposal Specialist will collaborate with team members to ensure that proposals are executed timely and in compliance with all solicitation requirements.

This position will be located in our Alexandria, VA headquarters office.

Responsibilities

  • Review all incoming solicitations
  • Prepare compliance matrices and templates for all pursued opportunities to integrate with the proposal outline
  • Prepare and manage proposal schedules
  • Support management of proposals, such as by coordinating reviews and monitoring the status of proposal sections and coordinating with proposal manager to address identified gaps
  • Assist with and review business proposals for compliance
  • Coordinate and assist proposal team members to ensure a full and complete, compliant proposal
  • Interact with proposal managers and other key team members to assist in execution of proposal tasks
  • Assist with the submission of proposals when necessary
  • Assist with price proposal activities when necessary
  • Other duties as assigned

Pre-Award Proposal Responsibilities:

  • Work with multiple proposal managers and key team members to review and analyze all incoming solicitations, timelines, and requirements to develop compliance matrices and internal timelines for proposal team members; coordinate timelines between all relevant stakeholders and maintain shared RFP deadline calendars;
  • Work with Proposal Manager to schedule and lead proposal kick-off meetings and regular check-in meetings to discuss work plans, staff roles, and proposal timelines with teams;
  • Work with contracts team to develop partner instruction packages and manage coordination with subcontractors, primes, and other organizations as needed ensuring counterparts understand timelines for submitting responses;
  • Work with contracts team on required forms and attachments as part of proposal submission packages;
  • Troubleshoot with proposal teams on issues relating to submission materials;
  • Review proposal materials to ensure compliance with solicitation requirements and accuracy as part of the Quality Assurance process;
  • Assist team to identify proposal process enhancements to continually improve the effectiveness of organization's proposals and knowledge management;
  • Additional proposal, compliance and project support tasks and other duties, as assigned.

Requirements/Qualifications

  • Bachelor's degree required, or Associate's degree with 3 years of experience working in similar roles preferable in a federal proposal and/or business development environment
  • U.S. citizenship is required

Knowledge

  • Demonstrated experience supporting fast flow, rapid turn commercial proposals
  • Demonstrated experience supporting federal proposals
  • Demonstrated ability to co ply with solicitation requirements
  • Strong written and verbal communications skills
  • Demonstrated experience working independently, as well as working effectively with teams
  • Must be able to work effectively in a fast-paced, challenging proposal environment which is sometimes resource-constrained
  • Must be able to dependably work site standard hours, as well as additional work hours when necessary
  • Must be flexible and adaptive in tailoring and applyingnecessaryproposal process to minimize proposal development issues and cost
  • Demonstrated mastery of MS Word, PowerPoint and Excel
  • Demonstrated ability to support often overlapping/simultaneous proposals and assignments; meet strict deadlines and be quality and detail-oriented

Preferred Qualifications:

  • Proficiency using Adobe Acrobat Professional and Salesforce.
  • Proposal experience in federal agencies or government contractors.
  • Knowledge of Shipley
  • Any level of proposal professional accreditation from the Association of Proposal Management Professionals (APMP).

Skills

  • Solid Microsoft Word skills to include styles, references, and formatting
  • Solid Microsoft Excel skills to include, formulas, spreadsheets, and advanced calculations
  • Strong capabilities with PowerPoint and Adobe Acrobat DC or Pro
  • Experience with Microsoft SharePoint and other collaboration tools
  • Experience with Salesforce is a plus
  • Excellent written and verbal communication
