Los Alamos National Laboratory Project Manager 2/3 in Los Alamos, New Mexico

What You Will Do

Located in northern New Mexico, Los Alamos National Laboratory (LANL) is primarily responsible for monitoring the safety and reliability of the U.S. nuclear stockpile and conducting advanced research in numerous areas related to national security. Additionally, it is a center for research in a wide range of scientific disciplines, including space exploration, geophysics, renewable energy, supercomputing, medicine, and nanotechnology.

Detonator Production is the premier Production Agency (PA) assigned to produce WR (War Reserve) detonators for the Nation's nuclear stockpile security mission. The Division is part of LANL's Weapons Production Directorate, and is comprised of a team of motivated, highly skilled technical and operational support staff working in an integrated format. The organization is centered on high-rigor manufacturing operations to produce precise, safe, and reliable WR products. DP partners closely with customers and stakeholders such as NNSA (National Nuclear Security Administration), Design Agencies (LANL, Sandia, and Livermore), and LANL project management orgs to deliver on challenging national security objectives. DP upholds vigorous teamwork, personal integrity, respectful workplace, and continuous improvement in operations, technical excellence, safety, and security.

This position is based in the Detonator Production Manufacturing Office, which is part of the Division Office (DP-DO), and reports to the Manufacturing Office Lead. The selected candidate will assist the Manufacturing Office with strategic decision making, change management, and the implementation of strategic projects. Some of those projects include Production Planning and Control, Windchill MPMLink, and inventory management improvements. The primary project will be the technical implementation and sustained execution of the Production Planning and Control framework at TA-22. This is a highly visible, high impact program which requires a capable leader with the ability to both implement a technical program and engage with stakeholders at all levels at LANL.

The successful candidate will be responsible for a critical program implementing Production Planning and Control in support of the detonator production mission. This includes production readiness activities, production planning utilizing P-6, production scheduling, and production control functions such as job release, inventory moves, process step monitoring, and actual versus planned analysis. The programs/projects that this manager will be responsible for require technical understanding of manufacturing system design, processes, and tools at TA-22, such as the SOMS MES.

This position will be filled at either the Project Manager 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Project Manager 2 ($102,700 - $168,200)

The Project Manager will facilitate the implementation of the Production Planning and Control framework in support of the detonator production mission.

The successful candidate will:

  • Develop, implement, and improve the gating control activities for procurement planning and production readiness

  • Develop, implement, and improve the interface of planned manufacturing activities in P-6 to the production floor schedule organized by work centers, to include discrete process step definition and traveler design

  • Develop, implement, and improve process step duration analysis and monitoring for all manufacturing processes

  • Work collaboratively with stakeholders to ensure technically defensible processes are developed, defined, implemented, and managed

  • Develop new methods, technologies, and analysis techniques for PPC-related systems, processes, and tools

  • Adapt to evolving needs while meeting safety, security, compliance, and schedule requirements

  • Independently present specific aspects of PPC framework at project meetings

  • Manage resources to ensure the successful implementation of the Production Planning and Control framework

  • Understand and adhere to all Laboratory and industry regulatory guidance and governance specific to nuclear materials management.

Project Manager 3 ($122,300 - $206,300)

In addition to what was outlined at the lower level, at this level the candidate will be expected to:

  • Utilize advanced expert-level knowledge of manufacturing concepts such as ERP, MRP, MES, and PLM systems to inform the design and development of those concepts into future versions of the SOMS MES

  • Apply broad and diversified knowledge of manufacturing principles to implement best practices related to production planning and scheduling

  • Use sound technical judgement to respond to unforeseen issues without requiring the input of leadership

  • Use creative technical judgement to improve the PPC implementation by recommending technological solutions to complex issues

  • Mentor less experienced staff and contribute to the overall professional development of the organization

What You Need

Minimum Job Requirements:

  • Demonstrated knowledge, skills, ability, and experience in at least one of the following areas: manufacturing concepts, systems, processes, and tools (examples include planning, scheduling, control, ERP/MRP/MES), engineering concepts, methods, and tools (examples include CAD, PLM)

  • Demonstrated knowledge of discrete manufacturing process step definition and traveler design

  • Demonstrated leadership skills including personal integrity and accountability; effective oral and written communications; commitment to quality and excellence with a broad institutional motivation and focus; experience mentoring and developing people; strong team building and conflict resolution skills; and the ability to influence personnel at all levels to include internal and external stakeholders.

  • Experience in the use of continuous improvement methods and concepts such as lean, lean six sigma, root cause analysis, FMEA

  • Experience in conduct of operations associated with manufacturing operations producing high-consequence components.

Additional Job Requirements for Project Manager 3:

In addition to the requirements outlined above, the Project Manager 3 requires expert-level knowledge, skills, and abilities such as:

  • Expert-level knowledge and/or experience with manufacturing concepts and systems such as ERP, MRP, and MES

  • Expert-level experience recommending solutions to complex issues

  • Expert-level experience balancing PPC framework objectives with operational goals in a high-pressure/high-consequence environment

Education/Experience at lower level: Position requires a Bachelor's Degree in Engineering or Scientific discipline from an accredited institution and 5 years experience in one of the following functions: engineering, procurement or construction leading to a thorough understanding of the knowledge described above; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Position requires a Bachelor's Degree in Engineering or Scientific discipline from an accredited institution and 8 years experience in one of the following functions: engineering, procurement or construction leading to a thorough understanding of the knowledge described above; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Demonstrated knowledge or experience working in a manufacturing or production organization requiring implementation of rigorous manufacturing, testing and quality requirements

  • Experience with manufacturing process step definition and traveler development

  • Demonstrated experience achieving required objectives in a production environment

  • Demonstrated experience applying continuous improvement concepts

  • Demonstrated knowledge of conduct of operations principles.

  • DOE "Q" clearance (or similar).

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
