Nature of Work

Plans, organizes and supervises the daily operations and staff involved ensuring proper stocking levels of inventory of commodities, equipment, supplies and tools for the Utility Department Warehouse.

ENVIRONMENTAL FACTORS Works within an internal warehouse environment with exposure to dust and mechanical hazards; occasional exposure to fumes and odors; protective clothing includes steel toe boots, safety lift belt, safety helmet, gloves and safety glasses.

*PHYSICAL FACTORS* Light physical work involving bending, stooping, climbing and reaching above shoulder height; moving items weighing up to 50 pounds; repetitive hand movement in the use of a personal computer.

*WORK SITUATION FACTORS* Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

This position is graded at RN10.

Duties and Responsibilities
  • Supervises, organizes and coordinates the daily operations with staff to meet work goals; prioritizes and assigns tasks, projects and training; assures activities are in compliance with all laws, policies, regulations and goals; responds to requests for information, and provides technical information within scope of authority.
  • Supervises the staff of the Unit; meets regularly with staff to resolve workload and technical issues; prioritizes and assigns tasks and projects; disciplines, trains, cross-trains and evaluates staff; counsels, coaches and instructs employees as required; monitors work and evaluates performance; ensures staff adhere to policies and procedures in compliance with local, state and federal regulations.
  • Oversees the operations of the warehouse; gathers specifications/information for stock items; prepares and maintains pricing agreements; reviews bids and abstracts for pricing and specification accuracy; orders stock items using pricing agreements, blanket purchase orders or direct buying; initiates materials requisitions for items not on a pricing agreement.
  • Maintains compliance with purchase orders, pricing agreements, procurement codes, contracts or ordinances; coordinates internal auditing requirements.
  • Reviews deliveries; expedites orders; establishes schedules and systems for shipping and receiving.
  • Prepares annual warehouse budget; monitors expenditures.
  • Prepares reports and records; reviews and/or maintains procedures.
  • Maintains the commodity listing of warehouse inventory; reviews inventory list for discrepancies in unit costs and quantities; prepares new commodity numbers; monitors inventory flow; conducts spot checks o quantities; determines adequacy of stock levels; maintains records of current stock for re-stocking purposes.
  • Administers perpetual and periodic inventory; analyzes past history and recommends action regarding obsolete and/or excess inventory items.
  • Communicates with vendors, buyers and City departments regarding changes, additions, deletions and quantities of stock items; confers with vendor representatives regarding specifications and purchases; schedules and conducts pre-bid meetings with vendors; resolves issues with vendors.
  • Consults with utility work crews regarding supply order problems; initiates corrective actions.
  • Verifies UPS and/or freight billings; prepares payments.
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
  • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.
Minimum Qualifications

Associate Degree in Pre-Business or related field PLUS four years of experience in inventory control or procurement, which includes one year in a lead/supervisory role. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.

LICENSES/CERTIFICATIONS Valid Class D driver's license required. Forklift operator certification must be obtained within six months of hire date. Position requires an acceptable driving record in accordance with City policy.
