Consultant required for assessment/review and training of the overall Supply Chains structure including Procurement, Warehousing, Assets and Inventory Management, Flee Management, other Supply Chain Functions, and Identifying Corruption risks in context.

Terms of Reference Summary

Purpose of the Assignment

The proposed assessment aims to establish and create an understanding of the gaps/challenges, best practices, and recommendations for improving quality service delivery in overall Supply Chains structure including Procurement, Warehousing, Assets and Inventory Management, Fleet Management, Supply Chain Functions, Supply Chain Interaction with Cash Transfer Programming, and Identifying Corruption risks in context .

The primary users of this assignment findings will be IRC, Supply Chain Department.

Timeframe

The start date may be subject to change, but the final deliverables are required by Mid-October 2023

Training lead:

The training is planned to be led by external consultant supported by the IRC Supply Chain team. The involvement of the team is to ensure the relevancy and quality of training.

Key stakeholders

The training will involve key stakeholders such as Supply Chain Team and Program Team.

Scope of Work:

The overall objective of this assessment/review/training is to respond to the needs of partners supply chain teams in Afghanistan and providing detailed training to all Supply Chain Team over the gaps identified and to the identified partners supply chain teams.

The Assessment and training will be conducted in IRC Kabul office. The whole process of service delivery to SC Team will be assessed and reviewed including methodology and approach that the consultant will take to identify gaps and provide trainings to cover those gaps. The assessment/review will focus on the below key areas in terms of review and training:

  • · Humanitarian Aid Supply Chains

  • · Warehousing and Inventories Management

  • · Assets Management

  • · Procurement

  • · Transport

  • · Fleet Management

  • · Cash Transfer Programming

  • · Managing the Humanitarian Supply Chain

  • · Corruptions Risks in Humanitarian aid industry

  • · Report writing in Supply Chain

    The Specific objectives of the Individual Consultant are:

    1. To provide an understanding of the situation, needs, service delivery gaps, challenges, and risks in the Supply Chain Team intervention regarding program quality.

    2. To provide key data, findings, and recommendations for strengthening quality service delivery, documents/efforts and interventions within the Department and externals .

    3. To identify the specific steps / resources / capacity that IRC need to take to respond and to implement the recommendations.

    4. To support IRC Supply Chain in an evidence-based engagement, contribution and coordination with the donors, clusters, project stakeholders and humanitarian partners.

  • Key Assessment questions.

    1. What processes and procedures are in place to address the current challenges within the IRC partner’s supply chain departments and what are the areas that need improvement?

    2. What prevention and response mechanisms are in place for addressing procurement risks including the primary duty bearers and what interventions are recommended to strength the response mechanism?

    3. What best practices/lessons are in place by IRC and other stakeholders’ providing services to IRC Program?

    4. What measures and practices are in place, particularly for Procurement, Inventory management and Assets Management and corruptions risks that require improvement?

    5. What are the strengths, weaknesses, opportunities, and threats/risks to the current Supply Chain overall functions?

    6. What are the processes and procedures that are followed to address the gaps within the SC context?

    · Assessment/Training Approach and methodology:

    The approach and methodology specific to this assignment should respond to the objectives of the Terms of Reference. The proposed approach and methodology should be detailed in the SC assessment/review /training prepared by the consultant.(A detailed methodology, including planned and detailed timeframe, proposed sampling approach, protocols for analysis, and ethical procedures to be followed).

    The research will employ a qualitative approach, and triangulate findings across all partners’ Supply Chain and share with IRC management including recommendations to fill those gaps found. The approach and methodology may include, but are not limited to the following:

    1. Documents and system review - Refers to assessing and gathering information from project recorded documents, existing policies, and SOPs of SC, reviewing risks matrixes and tools, reviewing current procedures, practices and previous research and studies relevant to SC.

    2. Coordination with Implementing Partners – gathering information of the coordination between SC team in IRC and local implementing partners and providing recommendation for gaps identified.

      Deliverables:

    The deliverables required for this Assessment from the selected consultant are as follows:

    1. The consultant must submit technical and financial proposals to IRC for the committee review.

    2. An inception report based on this ToR and initial briefings/desk review (in English), which includes:

    a. A detailed methodology (including planned and detailed timeframe, proposed sampling approach, protocols for data collection and analysis, and ethical procedures to be followed).

    b. Quality assurance, risk management, an overview of the best practices and current gaps in implementation within the Supply Chain Departments.

    c. Initial findings based on a review of SC documentation, existing data, prior Research/reviews, and secondary data/Desk reviews.

    d. Outline of key knowledge gaps not covered by this ToR, and suggested additions/alterations to the proposed assessment questions and overall ToR.

    1. Draft and final versions of the assessment and capacity building report in English with information on best practices and recommendations on how to prevent and respond to the needs and requirement within SC Department.

    2. An assessment summary (a concise summary of the main findings, recommendations, and actionable learning in English

    3. Dissemination plan of the final report

    4. A presentation for dissemination of the findings and recommendations

    5. One electronic file containing (a clean version of) data collected.

    6. Planning meetings with IRC team, and IRC Implementing Partners’ team.

    7. Transcripts or recordings of training and other primary data collected as part of the research and capacity building.

      Qualifications

    Roles and responsibilities of the parties involved.

    Consultant:

    1. Professional and independent delivery of all above-listed deliverables in line with specified objectives listed within the Terms of Reference within an agreed upon timeframe.

    2. Recommendations on current existing tools within SC Department

    3. Quality written outputs that are of publishable quality.

    4. Capacity Building of all the IRC Partners’ SC Team.

    5. Consultant to be fluent in Pashto, Dari, and English

    IRC:

    1. Supporting and facilitating interactions with IRC partners.

    2. Actively engaging the consultant throughout the assessment and capacity building process.

    3. Being available for feedback and review of drafts, (thisdoes notinclude substantive work on documents).

    4. Supporting the Consultant in accessing SC-related documents (where necessary).

    5. Support Consultant in facilitating the coordination with staff and anywhere else when required.

      Payment Rate and Schedule:

    The consultant will be offered a one-time payment, subject to within the suggested parameters indicated in this TOR.

    The training is expected to be completed in 5 working days. The final report is due in or before mid-October 2023 before the exiting meeting with the consultant. The Consultant will develop the detailed time frame as part of the inception and submit it to IRC. The Consultant is required to update IRC throughout the assessment/Trainings about the progress through regular meetings.

    Requirements:

    1. A master's degree in business administration or supply chain management is preferable.

    2. Having at least six years of consulting expertise in Humanitarian Supply Chain is required.

    3. Should be fluent in Pashto, Dari, and English.

    4. Should have previous training experience.
