U.S. Army Sustainment Command Budget Analyst in Joint Base Lewis-McChord, Washington

About the Position: This position is located with the US Army Sustainment Command 404th Army Field Support Brigade in the S-8 Resource Management Office at Joint Base Lewis-McChord, Washington. Responsibilities Evaluate programmed distribution of available funds submitted by program directors against mission and workload objectives to ensure proper balance of funds distributed to support mission requirements. Analyze trends in fund utilization and prepares status reports depicting causes for major deviations from programmed targets. Serve as GFEBS and GCSS-A user and acts as coordinator for training and access to both systems. Coordinate with higher headquarters for GFEBS role assignments. Generate reports to estimate supply cost and project obligations. Interpret budget policies, directives, and regulations received from higher headquarters, and publishes local implementing directives. Emphasize and explain budget limitations, program requirements, and directives. Analyze program and budget guidance and instructions from higher headquarters to determine impact on operations. Specialized Experience: One year of specialized experience which includes 1) identifying, analyzing and resolving a range of budgetary problems such as the development of alternative methods of funding; 2) formulating budget estimates for multi-year programs that may change to the extent that substantial re-budgeting is required each year; and 3) developing and administering of budget execution plans subject to fluctuating revenues and changing demand for services which necessitate reprogramming throughout the fiscal year. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Communications Concepts, Policies, and Principles of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
