Amentum Deputy Program Manager in Guam,

The Deputy Program Manager provides guidance and direction for production operational planning, scheduling and certifying controls to ensure performance of tasks and programs necessary to meet the operational objectives of the program. Directs Site Managers for day-to-day operational functions. Oversees major program functions of Facilities Maintenance, BEAR, Vehicles, Traffic Management, FSE, Munitions, Supply, and Management Information Systems. Coordinates with the Program Manager on financial, contracts, procurement and Human Resource support functions. Ensures compliance with Performance Work Statement (PWS) and Quality Management System (QMS).

Essential Responsibilities:

  • Coordinates and supervises the multifaceted operational activities of the GPMS program. This includes the activities amongst the following functional management areas at the PSO: Facilities Maintenance, Bare Base, Vehicles, Traffic Management, FSE, Munitions, Supply, and Management Information Systems.

  • Oversees and coordinates the activities between the staff functionals and program sites.

  • Provides executive level direction and coordination for the continuous movement of assets by sea, land and air to support ongoing military operations and contingencies.

  • Assists the PM with overall management and supervision of the contract.

  • Possesses a demonstrated ability to manage and allocate available resources in time sensitive situations.

  • Responsible for reviewing all program activities to ensure the contract is in compliance with corporate policies and procedures.

  • Provides overall technical direction and assistance in conduct of Customer-directed taskings and operations.

  • Establishes policy and guidelines to milestone objectives and overall performance plan compatible with contract performance objectives.

  • Supports internal and external audit requirements from Governmental and financial audit groups.

  • Conducts sensitive inquiries and investigations.

  • Ensures compliance with all company policies and procedures and other practices set forth by upper management directives.

  • Researches and develops new processes that will improve day-to-day business activities.

  • Provides leadership and knowledge of training for performance improvement.

  • Identifies and passes on information about new business opportunities in the Area of responsibility.

  • Performs other duties as assigned.

Minimum Position Knowledge, Skills, and Abilities Required:

  • Must be proficient in the use of personal computers and Windows Operating System and Microsoft Office to include as a minimum Power Point, Excel and Word programs.

  • Ability to read, write and communicate effectively in English.

  • Ability to develop and maintain excellent customer relationships.

  • Knowledge of the Federal Acquisition Regulation (FAR).

  • Strong organizational and analytical skills to support site operations.

  • Strong interpersonal skills including negotiation, interpersonal, and project management.

Contract Requirements in accordance with Appendix J:

  • Must be eligible to obtain and maintain a US Secret Security Clearance

  • Undergraduate degree from an accredited college or university

  • 6 years of management experience in related type programs.

  • A minimum of 10 years management experience in related type programs is acceptable in lieu of an undergraduate degree.

Work Environment, Physical Demands, and Mental Demands:

  • OCONUS: Living and working conditions at the assignment location could be remote and uncomfortable. Long hours, exposure to weather and hazardous conditions.

  • Ability to travel domestically and internationally.

  • Works in normal office and maintenance shop or warehouse environment and may be required to work outdoors for extended periods.

  • Will be required to wear proper Personal Protective Equipment (PPE) according to prescribed procedures and as required for task being performed.

  • Physically capable of performing all required duties; capable of lifting/pushing/pulling minimum of 50 lbs.
