Chimera Enterprises International Staff Logistician in Edgewood, Maryland

Description. Chimera Enterprises International is seeking a Staff Logistician to support the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO- CBRND) JPEO-CBRND Headquarters (HQ).  The JPEO-CBRND manages our nation’s investments in chemical, biological, radiological, and nuclear defense equipment, and medical countermeasures. battlespace worldwide. This position requires a Secret clearance.

Job Duties:

  • Provide technical logistical support. 

  • Drive Government vehicles (limited to Non-Tactical Vehicles, two axel passenger and pickup, Gross Vehicle Weight Rating (GVWR) less than ¾ ton, no specialized attachments) to transfer government owned equipment between buildings.  Requires minimum current active state issued class C non-commercial driver’s license.

  • Use property accountability software, programs, and systems under the transactional and processing direction and SOPs of the Headquarters Property Book Officer (PBO),  (e.g., Defense Property Accountability System (DPAS), Army Enterprise Portal, Electronic Financial Liability Investigation of Property Loss (eFLIPL), Global Combat Support System-Army (GCSS-A), Logistics Modernization Program (LMP), Vantage Ownership Purpose Code 9 (OP9) Portal, etc.).

  • Maintain warehouse areas in support of Property Book operations and HQs property Excess operations. Including operating basic material handling equipment, limited to only non-electric walk behind pallet jacks, hand dollies, and hand carts. 

  • De-process excess and non-mission capable equipment and systems to prepare them for disposal and demilitarization.

  • Document and execute processes and procedures to ensure property accountability in accordance with Army and DoD regulations and policies.  Including minor tasks of opening equipment to remove batteries and other tasks to prepare items for disposal or configuration for shipment to external activities.

  • Apply appropriate regulations and policies pertaining to the management and control of Government-owned property.

  • Interact with other core staff and contractor personnel for inventory of property and equipment including moving items with weight of less than 50 lbs from boxes or tables to operational areas or to put into operations in office areas.

  • Enter all property data for property owned by the program office into the appropriate system/s and maintain Accountable System of Record Key Supporting Documents (KSDs).

  • Interact with contracting offices for delivery and inventory of delivered equipment. The confirmation of received material through Kind Count Condition (KCC) checks at time of receipt and processing of receiving invoices and Commercial Bills of Laden (CBLs) will be performed in accordance with SOPs.

  • Conduct asset visibility analysis and generate property accountability reports in support of HQs management of OP9 stocks in Logistics Modernization Program (LMP). Generate draft briefing of OP9 status, including gathering data and assisting Joint Program Manager (JPM) managers in monitoring and sustaining OP9 levels as defined by the JPEO.

  • Prepare lateral transfer documentation to ensure property accountability of transferred equipment.

  • Assist and train JPEO HQ staff on property accountability processes and procedures when necessary.

  • Serve as an adviser for materiel solutions, project management techniques and best practices.

  • Design, implement, and manage systems to collect, maintain, and analyze data.

  • Generate progress reports and other logistics tracking information related to programs within the portfolio.

  • Work with program logisticians to identify risks and issues; research appropriate Department of Defense (DoD) logistics guidance, regulations, statutes, or best business practices; and develop alternative courses of action to address those risks and issues.

  • Provide recommendations for logistical issues to leadership.

  • Support and assist in developing, refining and executing processes, procedures, and guidelines as needed.

  • Participate in support activities (i.e., training product development, task demonstrations, warfighter working groups, user assessments, and stakeholder liaison activities) as necessary.

  • Serve as an organizational Point of Contact (POC) to outside organizations.

  • Interface and coordinate supportability efforts and documentation with both internal and external stakeholders to facilitate and resolve complex logistics issues.

  • Draft, review, staff, and provide comments to logistics-related documentation.

  • Track the status of internal office tasks and action items.

  • Manage and track official logistics tasks.

  • Assist with submissions of tasks and documents.

  • Maintain a library of program-specific electronic files and logistics reference materials for program files.

    Required Knowledge, Skills and Abilities

  • Possess experience in Lifecycle Management, Program Management, DoD acquisition, or another related subject of comparable complexity and responsibility.

  • Possess working knowledge of, and be fully conversant with, the acquisition processes and policies as outlined in the DoDI 5000.02, relating it to product development, production, and sustainment. The contractor shall possess an ability to influence and shape acquisition streamlining.

  • Possess the capability to lead projects or tasks which involve tracking risk and providing constant status or process oversight.

  • Ability to write, review, and staff high-level staff action papers, studies, policies, and acquisition documents.

  • Ability to independently manage, synchronize, and track multiple, complex, and cross-functional actions.

  • Ability to communicate effectively, both orally and in writing, among a variety of audiences.

  • Possess a comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Excel, and Word.

  • Demonstrate familiarity with the JPEO-CBRND organizational structure and roles and responsibilities therein.

  • Demonstrate knowledge and mastery of the JPEO-CBRND Document Staffing and Tasker System (DSTS), as well as the Executive-level staffing procedures between the JPEO-CBRND and Chemical and Biological Defense Program (CBDP) stakeholders.

  • The contractor shall possess experience supporting a fast-paced work environment.

    Education

  • Bachelors degree and/or ten (10) years of relevant work experience.

    Clearance Level: Secret
