Disease Control Bureau

Laboratory-Based Surveillance

WORKING WITH THE CHICAGO DEPARTMENT OF PUBLIC HEALTH

ROLE SUMMARY

As an essential member of the Disease Control Bureau, the Public Health Administrator III (PHA III) develops and implements program plans, objectives, standards, and procedures for the Laboratory-Based Surveillance Program.

ESSENTIAL DUTIES

Under supervision of the Diagnostic Manager of Quality Assurance (MQA), the PHA III will ensure timeliness and completeness of public health lab reporting for prompt identification of cases for investigation and contact tracing to control disease in Chicago communities through the following duties:

· Liaison between CDPH and clinical laboratories.

· Effectively communicates policies and procedures to other public health professionals and ensure staff and delegate agency compliance.

· Manage staff performance and budget, while managing multiple projects concurrently.

· Support laboratory diagnostic surveillance activities.

· Conduct and participate in on-site visits to partner laboratories.

· Update and maintain internal protocols and contact lists.

· Assist with the development and management of public-facing content.

· Perform data entry, data cleaning, assist with data management, and data analysis/visualization.

· Establish linkages and partnerships with healthcare providers to facilitate resource sharing, provide technical assistance, and gather information.

· Provide logistical support to internal programs (e.g., coordinate schedules, managing program inventories, coordination of courier services, and specimen quality assurance).

· Develop and perform quality assurance checks on programs and data.

· Conduct analyses to assess program needs and implement changes to improve the quality and scope of program services.

· Develop objectives, standards, and procedures for use by staff or other agencies in providing services.

· Create evaluation tools and oversee administrative, operational, and fiscal components of programs for compliance and effectiveness in meeting goals and quality standards.

· Provide technical assistance to agencies on compliance and monitor progress in correcting deficiencies.

· Provide corrective action recommendations in cases of non-compliance with contract agreements.

· Outreach to vendors and facilities to ensure compliance in reporting.

· Prepare program budgets, monitor costs and payments.

· Track variance between actual and budgeted expenses for each period.

· Assist in compiling information for grant proposals to obtain program funding.

· Oversee records maintenance and the preparation of program reports.

· Establish linkages with health and social service agencies to facilitate the sharing of resources. May require driving to non-CDPH sites up to 3 days per week.

· Work with advisory groups in planning and modifying programs.

· Coordinates the preparation of informational materials to promote awareness of the programs to various communities.

Hours: 8:00 AM – 4:00 PM

Qualifications:

MINIMUM QUALIFICATIONS

A valid driver's license is required for this position. Local municipal travel to CDPH and non-CDPH sites is expected for this position.

Education

Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Health Administration, or a directly related field.

Experience

Three years of experience in the administration of public health programs; or an equivalent combination of education, training, and experience.

OTHER KNOWLEDGE, SKILLS, ATTRIBUTES, AND ABILITIES

● Experience working flexibly under pressure in a fast-paced environment.

● Experience learning processes/protocols and training a team in the use of these processes/protocols.

● Up-to-date knowledge of applicable public health local laws, statutes, regulations, and guidelines.

● Adept at using computers and Microsoft Office, such as Excel and PowerPoint.

PREFERRED KNOWLEDGE / QUALIFICATIONS

· Master’s degree in science field (Biological Science, Medical Science, Social Science, etc.)

· Supervisory experience in the planning, development, and implementation of public health programs, clinical laboratories, or social service.

· Familiarity with the American Society of Clinical Pathology (ASCP)

· Experience working in outbreak response.

· Experience with Incident Command Systems (ICS).

· Experience with clinical diagnostic testing.

· In-depth expertise of healthcare programs, ideally related to laboratory-based surveillance methods.

· Comprehensive understanding of public health administration.

· Experience with federally and privately funded grant operations.

· Adept at using computers and new software, such as REDCap or statistical software.

This position is funded by a federal grant. These funds may be extended, but CDPH cannot guarantee this position will be funded past July 2026.
