Currently, ManTech is seeking a motivated, career and customer-oriented Deputy Program Manager (DPM) to provide unparalleled support to our customer and to begin an exciting and rewarding career within ManTech. The Deputy Program Manager will be based in Chantilly, VA.

The role of the Deputy Program Manager is to direct, manage, and administer the accomplishment of all aspects of the SOW to ensure completion of all program activities within the established budget and schedule. Strong negotiation skills, demonstrated management maturity, experience in dealing with dynamic, stressful contract environments, and a resilient personality are strongly desired.

A qualified candidate will be responsible for the following duties and responsibilities, but are not limited to:

  • Develop a methodology for assessing priorities and resources when resolving conflicting project requirements.

  • Develop a process for providing contractor personnel, matching contractor personnel to work areas, retaining, replacing, or removing contractor personnel when required.

  • Ensure all SOW requirements are delivered in accordance with the Program Management Plan (PMP) with a focus on efficiency, timeliness, and quality.

  • Ensure compliance with the OCI plan and required certifications.

  • Ensure qualified contractor personnel are SCI cleared, available, adequately organized, and on staff per the applicable key personnel and availability requirements.

  • Ensure services are performed with a depth of knowledge and necessary skill sets required to be effective within the matrixed assignments, which includes the necessary domain knowledge of technical aspects of the programs to which they are supporting.

  • Fill vacant requirements within forty-five (45) calendar days.

  • Implement a “one team” approach with prime and subcontractor personnel representing this contract.

  • Identify events or risks that may interfere with the approved schedule and propose options for managing risks.

  • Manage subcontractors so as to efficiently deliver required support to the Government.

  • Manage the contract to ensure all tasks are accomplished in a timely manner.

  • Meet with resource stakeholders for updates on work towards meeting milestones.

  • Notify the COTR immediately for any security incidents, infractions or violations.

  • Report issues and/or concerns to the COTR in an accurate and timely manner.

  • Notify the COTR and the CO in writing in advance of anticipated resource changes if a contract modification is required to meet the requirements.

  • Perform program control activities ensuring appropriate program process reports, financial performance reports, and other contractual performance information are provided, as stipulated in the contract, in a timely manner.

  • Provide briefing preparation and presentations regarding the program and shall attend NRO enterprise-level meetings as required.

  • Provide recommendations, guidance, and other support for effective project management processes to resources.

  • Work with the GPOCs of the assigned Task Orders/CLINs to identify resource requirements.

Position Requirements:

  • Requires Bachelor’s degree in a Technical or Business-related Discipline (Advance Degrees preferred) and 15+ years of experience.

  • NRO, IC, then DoD work experience is desired in order of preference.

  • Strong organization and time management skills, excellent communication and writing skills, and the ability to multi-task in a fast-paced environment.

  • Program Management experience must be with programs of similar size and scope.

  • Experience with IC/NRO mission, technology, and business practices required.

  • Must be able to write correspondence.

  • Understanding or experience in managing at least one of the following functional areas at NRO:

  • Information technology and networks

  • Acquisition and contract management

  • Security policies and methodologies.

  • Possess and demonstrates a positive attitude with paramount desire to fill organizational objectives through complete customer satisfaction.

  • Demonstrated customer service experience; problem solving; collaboration – interfaces with all levels of senior government leadership and employees

  • Ability to work independently and coordinate multiple projects to completion

Clearance Required:

Must possess Active TS/SCI with Polygraph

Physical requirements:

  • Must be able to be in a stationary position 50% of the time

  • Must be able to communicate, converse, and exchange information with peers and senior personnel

  • Constantly operate a computer and other office productivity machinery, such as a computer, scanner, facsimile
