Job Title: Financial Analyst
Job Summary:
This position is in support of the Marine Corps Tactical Systems Support Activity (MCTSSA). Working for the Marine Corps Tactical Systems Support Activity (MCTSSA) involves providing crucial technical support and innovation for cutting-edge tactical systems utilized by the Marine Corps, contributing directly to the effectiveness and efficiency of military operations.
Responsibilities Include:
Analyzing financial data and develop reports, forecasts, and budgets related to the implementation of MCTSSA's new STRL personnel management system
Monitoring and tracking project expenditures, burn rates, and funding allocations across the STRL initiatives
Developing financial models and scenarios to evaluate cost implications of different STRL personnel system design options
Collaborating with project managers, technical leads, and stakeholders to gather financial requirements and constraints
Preparing cost-benefit analyses, business cases, and return on investment projections for STRL system components
Conducting financial risk assessments and develop mitigation strategies for potential cost overruns or funding gaps
Ensuring compliance with relevant financial regulations, accounting standards, and reporting requirements
Developing standardized financial reporting templates and processes for the STRL program
Providing financial guidance and recommendations to support decision-making throughout the STRL implementation
Contributing to the development of long-term financial plans and strategies for sustaining the STRL personnel system
Required Qualifications and Skills:
Bachelor's degree in Finance, Accounting, Business Administration or related field
5+ years of experience in financial analysis, budgeting, and forecasting roles
Background in risk analysis, mitigation planning, and contingency management
Strong analytical, data modeling, and quantitative skills
Proficiency in financial reporting and data visualization tools (e.g. Excel, Power BI)
Knowledge of accounting principles, financial regulations, and cost management best practices
Excellent communication skills to present complex financial information clearly
Ability to work in a cross-functional, collaborative environment
Proven track record in conducting financial analyses for large-scale programs or initiatives
Experience with developing cost models, business cases, and return on investment analyses
Familiarity with government financial management processes, policies, and reporting requirements
Desired:
Experience working with Department of Defense or federal organizations
Knowledge of human resources, personnel systems, and labor cost factors
Work Setting and Environment:
Monday - Friday, normal working hours
Work is to be performed at Camp Pendleton, CA
