U.S. Army Central Physician Assistant in Camp Arifjan, Kuwait

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Camp Arifjan, Kuwait. The Kuwait Ministry of Defense provides off base housing with a vehicle for those who qualify. The base provides permanent support facilities, base exchanges (AAFES), three gyms, a pool, and 3 Military Dining Facilities. Responsibilities Provide independent primary comprehensive and therapeutic health care services, to include examining, assessing, diagnosing, and treating patients in the Primary Care Clinic and other sections as needed. Identify and manage own caseload of patients with routine and complex medical problems. See unscheduled walk-in patients for identification and management of acute minor illnesses. Obtain and record a problem oriented health history, and review of systems. Perform a systematic physical examination and interpret abnormal and normal findings. Order and interpret related laboratory and diagnostic tests and discriminate between normal and abnormal findings to make a diagnosis regarding physical, emotional, or social disabilities. Review initial medical record entries for abnormalities and initiate corrective action or referrals to resolve noted problems. Maintain clinical records relating to patient care and prepare reports lAW applicable guidance and regulations. Perform complete and comprehensive retirement, separation, permanent change of station, and flight physical examinations. These exams may include in-depth histories, review of systems, physical examinations which may include neurological and psychological evaluations, pelvic and rectal exams, review of EKGs, x-rays, and laboratory data. Provide teaching to patients regarding the disease process, diagnostic tests; the therapeutic regimen including medication, diet and follow-up care; methods of adapting medication and treatment to current life styles. Provide counseling to patients for prevention of illness and maintenance of health, in order to assist patients in attaining physical, mental and social well being. Collaborate with physicians regarding patient management, evaluating and revising therapeutic plans and refer high risk, unstable or extremely complex patients to the physicians. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirements for Physician Assistant: Education: Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. AND Certification: Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification. AND Licensure: Applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Exemption: You are exempt from the license requirements above if you are a current federal employee occupying a position in the 0603 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below: Experience: A minimum of one full year of work experience as a certified physician assistant which includes (1) providing primary comprehensive and therapeutic health care services, to include examining, assessing, diagnosing, and treating patients; (2) interpreting abnormal and normal findings; (3) providing counseling to patients for prevention of illness and maintenance of health; and (4) performing employment history and physicals. This definition of experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. Employees who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits. This is a Career Field 53 - Medical position. The initial length overseas tour is 12 months unaccompanied, and may be extended up to 5 years.
