The Parks Project Planner oversees special projects and studies in support of the future development of Park’s Departments Master Plan. This position plays a critical role in the long-range planning, funding, and implementation of the Park’s Master Plan, ordinances, and parkland acquisition. This position will work with various divisions within the Park’s Department along with working with outside agencies, such as the Planning, Engineering, and Public Works Departments. Furthermore, this position will make recommendations to the Park Board, Planning Department and City Council as well as other advisory bodies. Duties include:

  • Reviews planning park development plans, engineering and city-wide development plans, as well as assists on park construction activities.

  • Solicits for and recommends grants, prepares and submits grants application, administers grant reports, grant documents, grant management, and grant reimbursement requests.

  • Makes recommendations for the annual budgets and help prepare budgets, familiar contract administration.

  • Reviews Park assets and makes recommendations.

  • Develops and administers the park dedication policy.

  • Manages the department master plan documents and develops strategies that align with implementation of the master plan.

  • Applicant is to be familiar with review of planning and construction documents.

  • Assists with the development and designing of parks.

Duties

  • Creates develops, and manages the design of the parkland dedication policy and park land acquisition polices. Coordinates with various departments to include Planning, Engineering and Legal.

  • Assists the Park Planning Superintendent in the development, writing, review and submission of grant applications for future parks, park land, recreational facility projects and park development projects. Administers grant documents and grant reimbursement requests.

  • Responsible for developing, managing and evaluating any proposed project budgets associated with grant applications and grant awards. Responsible for grant scheduling and reporting from design throughout construction projects. Prepares payment approvals for construction and services contracts.

  • Oversees the contract administration, project site inspections, project tracking reports, project performance measures, and monitors the project progress to include the work of contractors and vendors.

  • Develops requests for proposals, qualifications and bids for projects, and evaluates and recommends contractors and consultants for park planning, design, and construction. Reviews and makes recommendation of designs and specifications, negotiates the professional service agreements and construction contracts.

  • Coordinates and develops designs for landscape and beautification projects with park staff and contractors, as well as develops special maintenance programs.

  • Performs outdoor inspections and surveys of parks, trees, trails, to access and evaluate the condition of the parks. Makes recommendations on short term and long-range development goals to the department for budgeting, based on those inspections and surveys.

  • Performs all other job-related duties as assigned.

Minimum Qualifications

Required:

  • Bachelor’s Degree from an accredited college or institution in Landscape Architecture, Park Planning, or a related field.

  • Two years of work experience in a professional level design and management of public parks projects role.

  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).

  • Experience in Land Development, Greenway Development, and Grant Preparation.

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:

  • Certified Park Professional (CPP).

  • Computer experience in AutoCAD, (GIS) Geographic Information System, Adobe Photoshop, Google Sketch up, Microsoft Office, including Word, Excel, and Outlook.

Knowledge, Skills and Abilities

Knowledge of principles and practices of park planning, engineering requirements, construction, and development. Knowledge of methods, materials, and equipment used in park design and construction including drainage, earthwork, irrigation, and research. Knowledge of methods and techniques of preparing technical specifications and construction documents. Knowledge of pertinent Federal, State, and local laws. Ability to get along appropriately with co-workers and the public.

Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
